I know how you feel when it is your child. My almost three year old is showing definite signs of "blocking/cluttering" She exhibits both part word and whole word reps. It gets to the point where she has blocked or repeated soooo much that she just gives up and tells me about something else. It breaks my heart to just let her do this and not jump in to help but it is the best thing to do right now. I had an excellent professor in grad school for fluency. He was amazing and very smart. he told me not to even bring attention to it this early. He said that they are too young to begin addressing it in therapy. He told me to read to her at a very slow pace, talk to her in a very slow, calm manner and let her stutter it out without saying a word. He doesn't even recognize it as a problem until around 4, or when the child has noticed it and become upset with it. So, I hope that gives you some advice on your situation. Good Luck and God Bless
